Kenya and Anthropic deepen collaboration on responsible AI development

Kenya and Anthropic are deepening a national-level collaboration that could shape how frontier artificial intelligence is tested, governed and applied in the country. The agreement covers skills development, research, public-sector applications, AI safety and evaluation, education, healthcare and other national priorities.

The practical emphasis matters. Rather than treating AI as a software procurement exercise, the framework is designed around co-creation with Kenyan institutions. The partners say applications will be tested locally and scaled in line with Kenyan law, with the aim of building capability inside public institutions instead of leaving critical knowledge with external vendors.

The agreement also places Kenya’s languages, institutions and development priorities in the centre of the conversation. That is significant as governments across Africa move from pilot projects towards decisions about which systems can be trusted in public services, schools and health systems. Local participation in evaluation gives policymakers a stronger basis for questioning model performance, bias, safety and suitability.

For Kenya, the collaboration is another step in its effort to become an active participant in frontier-AI governance. It also reflects a wider African policy question: how can countries work with global model companies without becoming dependent on systems they cannot inspect, adapt or govern? The answer will depend on skills, institutional research capacity and clear rules for deployment.

The agreement is therefore less about adopting one company’s tools than about building a national ability to decide where advanced AI creates public value—and where safeguards must come first.
