Mozambique Drafts AI Rules For Schools And Universities

Mozambique is preparing draft rules for the use of artificial intelligence in schools and universities, with the proposals expected to move to Cabinet before the end of the year.

The move reflects a growing policy challenge across Africa: AI tools are already entering classrooms, research workflows and student assignments, but many education systems are still deciding how to govern their use.

For Mozambique, the issue is not simply whether students should be allowed to use AI. The harder question is how schools and universities can adopt AI without weakening academic integrity, widening digital inequality or outsourcing core learning to tools that institutions do not control.

Education policy is becoming one of the earliest pressure points for AI governance because the technology affects assessment, plagiarism detection, lesson planning, language support and access to knowledge all at once. A blanket ban is difficult to enforce, while unrestricted use can create uneven outcomes between students who have access to better tools and those who do not.

That is why national guidance matters. Clear rules can help institutions decide when AI use is acceptable, how it should be disclosed, what teachers need to know, and how students can build skills without losing the ability to reason independently.

The draft also places Mozambique within a broader continental trend. African governments are no longer treating AI only as an innovation topic. They are beginning to frame it as a governance issue that touches education, labour markets, public services and national competitiveness.

If implemented carefully, Mozambique’s rules could help schools move beyond fear of AI and toward structured literacy: teaching students how to use tools critically, ethically and transparently.
