Sierra Leone places AI sovereignty and inclusive innovation on UNGA agenda

Sierra Leone is bringing digital transformation and artificial-intelligence governance into high-level discussions at the 81st United Nations General Assembly. Communications, Technology and Innovation Minister Salima Monorma Bah is participating in conversations on digital public infrastructure, AI sovereignty, women’s leadership and the country’s open-source ambitions.

The agenda reflects a broader shift in how African governments are approaching AI. The question is no longer only how quickly countries can adopt tools built elsewhere. It is also whether they can influence the rules, data practices and institutional choices that determine how those tools affect citizens.

For Sierra Leone, the emphasis on AI sovereignty is tied to the need for local participation. A country that remains only a consumer of automated systems has limited influence over how models represent its languages, institutions and social realities. Building a stronger role in development and governance can help ensure that technology responds to local needs rather than importing assumptions from other markets.

Open-source technology is part of that conversation because it can give governments, researchers and local developers more visibility into how systems work. It does not remove the need for security, funding or technical expertise, but it can create more room for adaptation and shared learning.

The focus on women’s leadership is equally important. AI policy and deployment decisions affect employment, public services and access to opportunity. If women are absent from the institutions making those decisions, the systems may fail to reflect the communities they are intended to serve.

Sierra Leone’s presence at UNGA81 is therefore more than a diplomatic appearance. It signals an effort to place smaller African states inside the conversations that will shape AI governance, digital public infrastructure and the distribution of technological power.
