The first directive instructs coordination with higher education authorities to establish a dedicated AI bachelor's degree program and to integrate AI applications across school curricula more broadly. The Ministry of Digital Transformation was separately tasked with developing distance learning platforms and technical infrastructure to modernize education delivery — an acknowledgment of the disruption Sudan's education system has faced amid the country's ongoing conflict.

The second directive requires that all strategic government projects be incorporated into a centralized National Project Management Platform, intended to enable systematic performance monitoring and strengthen coordination between agencies that have often operated with limited visibility into each other's work.

The most time-sensitive directive mandates completing hospital system digitalization within two weeks, with initial implementation beginning at Soba Teaching Hospital and Al-Gadarif Hospital. The pilot focuses on establishing electronic medical records and improving data flow within these healthcare institutions, before a phased evaluation determines how the system scales to additional facilities. The compressed timeline reflects the urgency officials have attached to modernizing healthcare data systems in a country where hospital infrastructure has been strained by conflict-related disruption.

The directives follow Idris's November 2025 decree establishing Sudan's Data and Artificial Intelligence Authority, suggesting the government is moving to translate that institutional framework into concrete, sector-specific implementation despite the constrained environment in which Sudan's digital transformation agenda continues to operate.
