Africa must move from technology user to value creator, Kenya envoy says
A UNGA81 panel put African ownership of infrastructure, data, capital and AI capability at the centre of the continent’s digital future.

Africa’s next technology challenge is not simply adoption. It is ownership. That was the message from a UNGA81 panel moderated by Kenya’s Special Envoy on Technology, Philip Thigo, which brought together government, business and global technology leaders to discuss how the continent can become a value creator.
The panel focused on the links between compute, infrastructure, capital, data, skills and markets. Africa has talent and rapidly growing digital demand, but those assets do not automatically produce local enterprises or jobs. They need to be connected to the infrastructure and financing that allow products to be built, tested and scaled.
This is particularly relevant for AI. Many African countries are becoming important users of cloud tools and automated services while remaining dependent on external providers for models, data centres and specialist expertise. That can deliver short-term productivity, but it may limit the continent’s ability to shape systems around its languages, regulations and public priorities.
The discussion also addressed AI safety, trust and technological agency. Those themes are not separate from economic development. When African institutions participate in evaluating and governing systems, they are better placed to identify risks that may be missed by developers working elsewhere. They can also set more credible conditions for deployment in sectors such as health, education and finance.
The transition from user to value creator will require patience. It depends on research institutions, local capital, public procurement, reliable energy and policies that let companies operate across borders. It also requires partnerships with global firms that transfer capability rather than only selling access.
The panel’s central point is a useful measure for future AI announcements: does the deal leave Africa with more infrastructure, skills, ownership and bargaining power than it had before?
