African Policymakers Push for Local AI Infrastructure as Foreign Silicon Dominates Continent's Algorithmic Landscape

National AI Strategies Taking Shape
Across Africa, policymakers are actively establishing policy frameworks for artificial intelligence. In the last seven years, at least eight African countries have adopted national AI strategies, while five have either completed a draft or are in the process of developing one. In recent months, Zambia, Egypt, Lesotho, and Kenya have published AI strategies. Countries including Nigeria, Rwanda, Ethiopia, Ghana, Senegal, South Africa, and Tunisia have either launched national AI strategies or are developing foundational policy frameworks. Some nations are moving beyond policy documents: Nigeria and Rwanda are creating data sets in their local languages to train language models, and digitizing government-held data to support citizen-facing AI services. The African Union's Continental AI Strategy encourages member states to develop national AI strategies to help fast-track national AI ecosystems.
The Infrastructure Bottleneck
Despite these policy advances, Africa accounts for only 1% of global compute capacity, with a small share of global data centres. This shortage makes it difficult and expensive to train, fine-tune, or evaluate AI models locally. Foreign silicon currently processes nearly every algorithmic decision shaping Africa, as the physical infrastructure required to run these systems remains concentrated in server farms across Europe and North America. The power imbalance has created a two-tier continent, with most of Africa remaining a consumer of AI and largely dependent on external funding to build AI infrastructure.
