Algeria Creates Five Committees To Implement National AI Strategy

Algeria has created five committees to help implement its national artificial intelligence strategy, including a dedicated committee focused on large language models.

The move is significant because many countries announce AI strategies, but fewer move quickly into implementation structures. Committees are not the whole answer, but they can clarify who is responsible for policy execution, research coordination, skills development, infrastructure planning and governance.

The large-language-model focus is especially notable. For African countries, LLMs raise questions that go beyond consumer chatbots. They touch public-sector language services, education, research, Arabic and Amazigh language technologies, data sovereignty and the ability to adapt AI systems to local institutional needs.

Algeria’s approach suggests that AI strategy is becoming more granular. Rather than treating artificial intelligence as one broad policy category, governments are starting to separate the work into technical and institutional domains. That can make implementation more realistic if the committees have authority, resources and measurable objectives.

The challenge is avoiding a common policy trap: creating structures without execution capacity. AI committees only matter if they can coordinate universities, public agencies, private-sector actors and infrastructure decisions.

For Africa’s wider AI landscape, Algeria’s move adds another example of governments shifting from strategy documents to machinery. The next question is whether that machinery produces national capability: datasets, models, skills, procurement standards and public-sector use cases that can be evaluated.

If Algeria can connect its committee structure to real programmes, it could strengthen North Africa’s role in applied AI governance and language-technology development.
