Guinea launched the DouIA2 initiative and signed the "Manifesto of Conakry" at the Cite des Sciences et de l'Innovation in Conakry on April 3, 2026.

The DouIA initiative seeks to position artificial intelligence and data as foundational tools for national development, with stated goals of fostering innovation, improving governance and enabling evidence-based decision-making across public and private sectors.

The signing followed Guinea's validation of its 2026-2035 national AI roadmap in December 2025 and built on momentum from the Transform Africa Summit, held in Conakry in November 2025 under the theme "AI for Africa: Innovate Locally, Impact Globally." Together, the initiatives mark a concentrated push by Guinea's government to translate AI policy commitments into operational programmes within months of adopting its national roadmap.
