Namibia Launches AI Readiness Assessment, Setting Stage for National Strategy

Namibia unveiled its Artificial Intelligence Readiness Assessment Report on August 14, 2025, a UNESCO-supported study conducted by the National Commission on Research, Science and Technology (NCRST) in partnership with the Ministry of Education, Innovation, Youth, Sports, Arts and Culture (MEIYSAC).

The report represents the first comprehensive evaluation of Namibia's capacity to adopt, develop, and govern AI responsibly, examining the country's digital infrastructure, technical skills base, and regulatory readiness. Its findings identified significant disparities in digital access across gender, geography, income, and disability lines, with rural and low-income communities particularly underserved on broadband coverage, digital literacy, and device access.

Despite these gaps, the assessment found Namibia has meaningful strengths to build on, including active AI research activity and growing private-sector participation in the technology space. NCRST researcher Simeon Hamukoshi said Namibia is "nearly prepared" for AI adoption, though policy development, capacity building, and infrastructure investment all require continued attention.

Deputy Education Minister Dino Ballotti framed the stakes in human terms at the report's launch, saying: "It is not just about machines and algorithms. It is about people and ensuring that children in rural Namibia benefit from adaptive learning platforms." The assessment recommended establishing a comprehensive national AI governance framework, increasing R&D funding, strengthening rural infrastructure, and investing in AI literacy across the education system.

Namibia joins Botswana, Malawi, Mozambique, South Africa, and Zimbabwe among the Southern African countries that have completed similar AI readiness assessments. Officials say the validated findings will directly inform Namibia's forthcoming National AI Strategy, launched officially the same month, and plans are underway to establish a National AI Institute under NCRST to coordinate research and guide ethical AI development going forward.
