Libya Launches National AI Strategy 2026-2030 With Ethics Charter in Tripoli

Libya's Government of National Unity launched its National AI Strategy 2026-2030 in an official ceremony in Tripoli on June 1, 2026, alongside a National Charter for AI Ethics, marking the country's first comprehensive national framework for AI-led digital transformation.

The strategy is structured around six pillars: governance and leadership; legislation and ethics; digital infrastructure and data; human capacities and education; innovation and priority sectors; and monitoring, evaluation and participation. It sets quantified targets including 80% government AI adoption, 50% transaction automation, 10,000 employees trained in advanced technology fields, and support for 100 AI startups.

Priority sectors identified for early AI application include health, financial services, education and public services, with pilot projects proposed across each. The strategy also calls for integrating AI-focused curricula at all levels of education, from primary schools through universities, and for national programmes to educate citizens broadly about AI's potential.

The launch followed development support from international partners including Expertise France, which has worked with Libya's General Information Authority to establish a Digital Lab intended to serve as a collaborative hub for the country's digital and educational transformation.
